                        Position: Senior Finance Officer Department: Finance Start Date: Immediately Location: Gaziantep, Turkey Vacancy#: TK2016/27  OVERVIEW: Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.GC is a fully registered organization in Turkey and is currently building its humanitarian response professionals in Turkey. Job Summary: The Senior Finance Officer will support the finance and accounting functions for the country program. In addition to maintaining all financial files in good order, s/he will be responsible about implementing finance systems and protocols in the sub-offices, coordinate with field teams on all financial activities and issues, support finance team in monthly accounting activities and reconciliation of accounts. Monitor and reconcile cash balances for sub offices and transfers’ companies.  DUTIES AND RESPONSIBILITIES: Responsibilities: The positon of Senior Finance Officer reports to Finance Coordinator. The posiiton is based in Gaziantep.The Senior Finance Officer is responsible for the following:Accounting and Financial Management:Assist the Finance Coordinator with day-to-day accounting duties and financial management functions in the main office and sub offices to ensure all tasks performed in accordance with Global Communities policies and procedures.Manage cash flow and cash projection for the sub offices.Liaise and communicate with money facilitation entities to ensure cash flow to sub offices and all financial transactions are done timely.Supervise field finance team in reviewing cash receipts, disbursement vouchers, employee’s advances and liquidations, ensuring adequacy of supporting documents and appropriate cost allocation.Review invoices, contracts and procurement process before payments, ensuring that GC and donor regulations are followed. Coordinate payment of invoices and cash disbursements with the field staff.Support HR team in payroll preparation for sub offices, ensure the accuracy of timesheets, contracts and other supporting documents.Ensure the maintenance of proper documentation filing system for all financial activities in the sub offices.Supervise cash management in the sub offices, daily track of balances and timely preparation of reconciliations.Organize daily archiving system and develop necessary tracking tools to ensure proper system is in place.Build capacity of the finance team through on-the-job training and organized training workshops.Participate in developing financial systems, templates and controlling mechanisms.Prepare Journal Entries and record transactions in QuickBooks software.Participate in monthly closure activities, preparing accruals and the amortization for the prepaid expenses, ensure proper coding to cost centers, review the balances and reconcile accounts.Maintain inventory control and prepare quarterly reconciliations.Assist in preparing required audit schedules and documentation.Any other assignments as required. Education and Training:University Degree in accounting, finance, business management or a related field.Experience: Knowledge of accepted accounting practices and principles.A minimum of two years of proffisional experience in accounting and financial management.Past work with local NGOs and/or international donor funded programs preferred.Prior experience with Syrian context is preferred.Prior experience with USAID funded programs preferred.Remotely management experience is preferred. Technical Skills:High analytical and reporting skills.Team player with excellent planning skillsExcellent command of excel and other database applications.Working knowledge of Quickbooks accounting software is preferred.Excellent diplomatic and interpersonal skills.Ability to produce solutions to complex problems.Team management skills.Excellent verbal, and written communication skills.Other QualificationsCulture sensitivity and excellent understanding to cross-culture working environment.Ability to work effectively in a fast-paced, stressful environment.Flexible and willing to perform other duties and work irregular hours.Language skillsGood command of spoken and written English and Arabic.Turksh and Kurdish speaking/writing skills also highly desirable.Application:To apply please send your CV and Cover Letter to: turkeyhr@globalcommunities.org no later than January 2, 2017.
