                        CONCERN WORLDWIDE Turkey/SyriaHR Officer, Concern Worldwide Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate for the HR Officer position.Job Purpose:The HR Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counselling.Job Title HR OfficerLocation SanliurfaReporting line Programme Coordinator – Syria and close coordination with General Systems Coordination/HR ManagerStart Date Required ASAPDepartment HRContract Length 12 months (extendable)JOB DESCRIPTIONHuman Resources-related administration:Prepare the staff time sheets for each month and file accordingly in coordination with FinancePrepare the staff attendance register, submit to finance at the end of the month and file accordinglyMaintain the staff leave sheet and file accordinglyMaintain the staff contact list and ensure circulation to all Syria staffMaintain the staff files ensuring all the necessary documents are on file including up to date bank account informationReceive all applications for staff training and forward to Senior Management for reviewEnsure all new national staff receives ID cards in a timely manner and at the same time control the collection of all expired/end of contract staff ID cards.Prepare Payroll on a monthly basis and submit to finance.Support recruitment process:Prepare job adverts for new vacancies;Receive all applications for advertised posts and prepare list of candidates for reviewOrganise interviews and all recruitment processPrepare new staff contracts for signatureStaff orientation in relation to policies and procedures:Ensure all policies and procedures are properly explained to all staff during orientation meetings and on a regular basis whenever there is change.Organize and conduct regular meetings with individual staff and departments to ensure all staff have complete information about policies and procedures.Ensure implementation of policies and procedures and support the Syria Programme Coordinator/Programme Director/HR Manager in development of new policies as and when needed.Other tasksSupporting HR manager/Programme Coordinator in the implementation of HR manual and other policy documentsContribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership).To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, beneficiaries, and be committed to providing a safe working environmentSupport Concern’s work in Turkey/Syria by undertaking other tasks as directed by the Syria Programme Coordinator/Programme Director/HR Manager.To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.Other Administration tasks as requested.Personal SpecificationsMinimum qualifications up to Graduate level/diploma.Good spoken and written English/Arabic.Turkish language skills desirable.Ability to work in a systematic and organized manner.Minimum two years relevant work experience in a similar capacity preferably in NGO sector.Proficiency in using MS Office applications like Word, Excel and Power point.Ability to work independentlyThe ability to priorities competing demands.Empathy with the aims and objective of Concern worldwide Turkey Program and humanitarian principlesFamiliar with the Syrian region and context.Work EnvironmentGood team memberFlexibility under pressure and in response to changing
